Does the tzt3 12” come with a bail mount? Can I use a bail mount designed for a tz touch 2 12”? Looking to buy a tz touch 3 but nowhere can I find if a bail mount is included. I see that places are selling a separate bail mount for $200 which I think is really expensive for mount.

Only the TZT3 9" comes with a bail mount. The others come with flush mounting hardware. You can't use the TZTL12F bracket for the TZT12F. The hybrid control TZT3 is wider by about 30mm due to the controls. You will also note that the TZT12F mount is metal when the TZTL12F is plastic.
