Sea-Stabilised?

May I ask a slightly techy qn? In looking at the FAR2117 radar, does anyone know if it is sea-stabilised rather than ground stabilised?

The commercial FAR21X7 radar system uses the term "stabilized" when suitable heading is added. This allows for display modes other than the normal radar “HEADS UP” display. Your question really isn't clear to me. Maybe you can explain in a bit more detail, if that doesn’t answer your question.
