My radar display will not come on. I push the power button and toggle the Brill button but nothing comes up. The manual talks about a fuse in the power line but I can't find one.

The installer might have cut them out. Both the hot and negative are fused with black fuse holders near the end of the cable where it would connect to the boat power system. It would be a shame if the installer removed the protection.
