Hello, the effective range of this radar is 3-4 miles. Is this normal?
Should I send the unit in for repair?

Depends, the DRS4D or DOME typically is 36nm. The DRS4A or Open Array typically is 48nm. How are the echo returns? Are they weak even at the highest gain? This could indicate wear on the magnetron. I would check the service history for the vessel to see if the magnetron has been replaced after 5,000 hours of TX Time.

It’s 1 1/2 years on the boat and changing the gain doesn’t affect the echo.
