1623 No Heading Pulse. Motor is turning antenna, but intermittanly drags

Contacted local service representative last July. He said it was the motor and was ordering one. Contacted rep several times since, the rep has provided no support.

The motor turns the the antenna but, intermittanly drags. I've found a replacement motor, but not sure if the problem is the motor or INT board. If the motor does turn does that indicate the problem is with the motor and not the INT board?

While not transmitting...try taking your finger and see if you can relatively easily move the array 360 degrees. If it binds, it's most likely the motor. If the picture is rotating around the screen, then it would be the reed switch. If there are slivers of video missing, then it would be the bearing pulse board which is part of the motor.
