That range specification (range scale) is referring to the display's capability to display the water column down to 3600ft in combination with an appropriate transducer. The range scale must be capable of showing a picture to a depth deeper than even the best, connected transducer can reach. Typically, a good range scale setting should show the bottom picture about 1/2 way to 3/4 of the way down the total scale. A 600W transducer --like yours-- will never reach that depth of 3600ft. Notice the "Power Output" spec right above it that says "600W or 1kW". Even a 1kW transducer can only get down to around 2500ft on LF under perfect conditions. Also, the FCV587 is a minimum of 11 years old and electronics will degrade over time and with use.
If you want to reliably view depths down around 3000ft, you'll need a fish finder capable of using a 2 or 3kW transducer. Our FCV295 or FCV1150 fish finder can do that. It would then need to be paired with the appropriate 2-3kW transducer.
