Can't change pulse length or turn on echo averaging on 1954C

Hi There,

I have a 1954C connected to a 10.4 NavNet VX2.
I do not have a heading sensor connected right now.
I cannot turn on echo averaging or change pulse length (not that I want to...)
But, I would like to try echo averaging.

Any reason why the system doesn't do anything but beep when I try to toggle it ?
Is there a system setting I need to change to allow this?

Echo averaging requires heading be provided to the radar to function. Pulse length changes automatically whenever you change radar ranges from Short pulse, Medium pulse, and long pulse. When you are on the edge of some of the ranges it will let you pick say between short and medium because you are on a range scale near the cross over point.
