Antenna FURUNO RSB-0070-59 is not working

The Nav Net VX2 rdp-149 radar is showing "heading mark not detected" on the screen. The antenna is stopped, without rotation. I got the equipment installation manual. I made the measurement on the equipment's output connector (DJ1) I found + 12V and -12V on pins 10, 11, 14 and 15. The same levels were found on the antenna connection plug J821 (VH9P). The motor gear is fitted with the radome. I am suspecting circuit board 03P9249. I would like help with this problem.
 
You might need another hand but if you hit TX on the display and have someone try to push the array with a stick at the same time, does it spin?

I tried the test with the stick, but I was unsuccessful. The "Radar TX" option appears on the screen, but when I press the key to start the transmission, I hear only two beeps and do not enable the transmission. In addition, a symbol appears on the display next to the disabled alarm signal that I cannot identify.
 
Hello, good morning, I found in the operator's manual the meaning of the icon that is appearing on the screen: "Proper card is not inserted or chart scale is too small. Press the ZOOM IN soft key to adjust chart scale."
Does this prevent the radar from operating normally?
When I turn on the equipment, it triggers the "bow signal not found" alarm and the "Radar TX" option appears. When pressing the key to start the transmission, it only emits two beeps and does not change the status remaining in "Radar TX". Antenna remains stationary.
I do not know what is happening.

It it is beeping when you try to go into transmit, it sounds like you might not have the proper radar source setup in your configuration.

I checked that there is 24V arriving at the unit, but I don't know if the amperage meets the RADAR TX load of the equipment. Before this problem occurred, according to the vessel's captain, everything was normal.
When I turn on the equipment and press the power brill key, only the RADAR TX option appears, and I try to press to start the transmission, but I only hear the two beeps, without changing the operating state.
I am already providing a cable to ground the display unit, as it is ungrounded.
 
How many VX2 displays do you have and where is radar plugged into?

Get into installation mode (hold menu for 5 seconds during power up), then go to menu > system configuration >installation setup > network setup > make sure the radar source and device number match. Example if the device number is "1", make sure radar source is "1" if the radar is plugged into that device.

I checked the radar source and verified that they are correct.
Then I checked the complete configuration of the radar, when I noticed that the network signal was not reaching the unit perfectly.
The network unit was turning on and off at random. So I checked the connections and found that the 7.5V power supply that powers the network unit is damaged. A new power supply has already been provided and tomorrow I hope to be doing the tests with the whole system in operation.

Today the network connection was reestablished and the AIS contacts (FA-30) were visible on the display. But Radar is not ok. The bow signal is still missing. Next step, check the system configuration again.

I appreciate the support of everyone who helped.
The big problem was in the equipment configuration.
Monitor mode was activated (I don't know how it happened). Then, after disabling this mode, the "heading data missing" alarm disappeared. The STBY option appeared and then the radar returned to normal operation. The antenna spun normally. The bonus of this problem was the great learning obtained.
