I have a new boat being built 28' with twin merc 225 v6
helm is seastar HH6541.3 and am going to twin cylinders part nu 5345.3 looks like they are 8.3 cubic in per cylinder.
should I get the 1.6 l pump or the 1 l pump

You're on the right track. For each steering cylinder you're expecting to drive with the steering pump you add them together and than rate the pump according to that combined value. In your case, for driving 16.6 cu. in.

The PUMPOCT16-10 drives anywhere from 12-23 Cubic Inches in volume so it should be adequate.
