I am primarily interested in a view only secondary monitor to display sonar. Its hard to tell if this hardware provides for dual display OR just adds an external video source to the network.

It is taking an HDMI input and putting it on the network. I have a HDMI to Ethernet to HDMI setup that replicates the video on one of my upstairs displays down in the salon. It works well for me and keeps the guests on my boat from asking “do you see anything on the fish finder?”
