FS2570T / AT1560-15

Good Day. I have a problem with tunning MF/HF GMDSS radiostation in composition: Tranciever FS2570T (250Wt ver 0550225-01.11), control unit FS2571C (ver 0550222-01.11) and Tuner AT1560-15 (150Wt). Making tunning (push log/tune button) error "TUNE NG" is appears. The result of selfcheck is also Tune NG. Power mode "LOW" due to tuner AT1560-15(150Wt).Cables, connections and antenna in good condition. What could be the problem of this error?
