Is copying points and other fish finder settings from TZT3 to tztxl as simple as doing a back-up on the 3 and restoring on the xl.

Yes, save the information to a USB memory and then move it over to the new unit and import it.

Would the backup/restore function save all user input changes including the SCX-20 and the DRS2D-NXT radar as well?
Backup/Restore will save any changes that can be (or were) made in the TZT unit only, not external devices.
