Looking to install a thru hull transducer(165t-50/200-ss260 transducer ) with a high speed fairing block. The dead rise on the hull is 23 degrees, can a high speed fairing block be used on this hull?

I wouldn't do it. In my experience there is no place on a twin outboard 45 knot+ hull for a large fairing block transducer.

I agree completely with the above also based on experience. If you want a combo transducer, is there any way you can have a pocket fabricated on the keel? It is often cheaper than one might think and a vastly better mounting option for a relatively small planing hull outboard. You will also likely get better sounder performance, especially with the DFF-3D transducer mounted at the keel.
