Power supply unit question

Hello again.

Im dealing with a psu-005 today. My question is, with no radar connected, if I put 12v to it will the green led light up? Or does it need a load "the radar" plugged into it to come alive.

I was told this unit was bad. I don't have a radar to plug into it at the moment and want to give it a chance before I deem it scrap metal.

It can be connected to the display unit without radar connected to it and the LCD should light up. Not sure if just powering with 12v but I think it would.
