mcu-005s do not work together

Hello, I have 2 tzt2bb. There are 2 Hatteland screens. There is 1 hub 101 and 1 unifi poe switch. The problem is that the MCU-005s do not work together when I boot the system. One MCU is active while the other is passive. When you activate the passive one with ctrl, the other MCU 005 becomes passive. Please help with this.
 
Are you trying to operate both remotes on a single display?
No, I set up the system with two black boxes, two remote controls, two screens and one POE switch. But when the system works. One of the remote controls is active and the other one is not.
 
The remotes should be at the most current software level and the remotes should be powered whenever they have good ethernet. For example, if they are powered and wired directly to the BB unit, but the BB unit is not ON, the network port is not active. The remotes need to see each other on power up so they can avoid each other. They need the network to be working when they receive power.
