DSR12A POWER FAILURE

Dear sir,
We have a DRS12A X RSB-134 serial 1000-6910-1097 and it found PWR 03P9607 in bad condition (U13 burned), so, the NOBELTEC - TIME ZERO no recognize this DRS to show the radar in this software.
I ask you, why it could be this problem suddenly?

No magic 8 ball to know for sure but it appears that there was an input power surge or something has shorted out one of the smaller voltages. That chip is a TPS54360 Step-down converter to develop voltages. That wasn't a slow burn. There was some serious current. Something big happened to blow it like that. Not that cause matters at this point because it is five months outside of warranty. The board looks good otherwise and see no signs of water.

pls, check PDF attached, this DRS is connected to the PR201, and it's working well (VDC Out is OK), unfortunately I don't have the circuit diagram of the power supply to identify possible short circuit in the output of the source voltages.
