Can you use a B164 transducer with the Furuno GP 1971F?

You can use it. You should note it won't support accu-fish or bottom discrimination but it will work at 1kw and normally works pretty well. I am not a big fan of the B164 in general but sometimes depending on the boat it can be the best option.

What 1kw low transducer would you recommend to work with the gp 1971 that won't break the bank? I stumbled on the B164 and its not in the list of recommended transducers.

Not many low profile options for 1kw. All suggested transducers for the Gp1971F are listed under the accessories of the product page. I personally like the B260 but would require it be fiberglassed in on a small boat because faring is recommended only for 30ft and larger boats.
